How a four-day military operation in 1995 helped force an end to the Bosnian War
In short: In October 1995, Croatian forces launched a swift, decisive offensive in western Bosnia. By capturing key infrastructure and threatening the largest Bosnian Serb city, they shifted the balance of power. This final push, coordinated with international pressure, proved instrumental in driving warring factions toward the historic Dayton Agreement peace talks.
Operation Southern Move was the concluding offensive of the Bosnian War, carried out by the Croatian Army and the Croatian Defence Council between 8 and 11 October 1995. The primary objective was to relieve pressure on Bosnian government forces near Ključ, who were struggling against a counterattack by the Army of Republika Srpska. By targeting the town of Mrkonjić Grad and the strategic Manjača Mountain, the Croatian-led coalition aimed to gain a direct tactical advantage over Banja Luka, the central hub for Bosnian Serb operations.
The operation was meticulously planned to span four days, concluding just before a nationwide ceasefire. A critical component of the strategy was the seizure of the Bočac Hydroelectric Power Station, which served as the last major electricity source for the Bosnian Serb military in the region. By 11 October, the coalition forces had successfully captured the facility and advanced to within 14 kilometres of Banja Luka. This rapid territorial gain, covering an area 40 kilometres wide and 20 kilometres deep, effectively crippled the local power supply and forced a curfew in the city.
The impact of the offensive extended beyond immediate territorial gains. According to Central Intelligence Agency analysis, these ground operations were arguably more influential in compelling the Bosnian Serb leadership to enter peace negotiations than the preceding NATO air campaign. The success of the offensive, alongside earlier military actions, paved the way for the Dayton Agreement, which was finalized on 21 November 1995. However, the operation also resulted in a significant humanitarian crisis, displacing 10,000 refugees and leading to the deaths or disappearances of hundreds of individuals, with ongoing legal investigations into the conduct of the forces involved.
