Operation Storm: The Decisive Land Battle That Reshaped the Balkans in 1995

In August 1995, the Croatian Army launched Operation Storm, the largest land battle in Europe since World War II. Over four days, it dismantled the self-declared Republic of Serbian Krajina, fundamentally altering the trajectory of the Bosnian War and forcing a massive exodus of the region's Serbian population.

Operation Storm was the culmination of years of escalating conflict following the dissolution of Yugoslavia. By 1995, the Republic of Serbian Krajina (RSK) held significant territory in Croatia, supported by the Yugoslav People's Army and later the Army of Republika Srpska. Diplomatic efforts, including the Z-4 Plan presented in January 1995, failed to resolve the status of these Serb-majority areas. With the Siege of Bihać in Bosnia reaching a critical stage, Croatia sought to secure its borders and prevent the town's capture, which General Janko Bobetko viewed as a potential end to the Croatian war effort.

The military success of the operation relied on tactical improvements and strategic positioning gained during the preceding Operation Summer '95. By capturing Bosansko Grahovo and Glamoč in late July 1995, the Croatian Army isolated the RSK capital, Knin, from its allies. When the offensive began on 4 August, the Croatian Army and special police attacked along a 630-kilometre front. The collapse of the ARSK command structure was rapid, as the Croatian forces exploited a lack of tactical depth and mobile reserves. By the evening of 7 August, the operation was declared complete, effectively ending the siege of Bihać and shifting the balance of power in the region.

The human cost of the operation remains a subject of intense debate. Between 150,000 and 200,000 Serbs fled the area, forming one of Europe's largest refugee populations. While the International Criminal Tribunal for the Former Yugoslavia (ICTY) ultimately acquitted three Croatian generals of charges related to a joint criminal enterprise and concluded the operation was not aimed at ethnic persecution, it did acknowledge that Croatian forces committed numerous crimes against the remaining Serb population. In 2015, the International Court of Justice dismissed mutual genocide claims filed by both Croatia and Serbia, citing insufficient evidence to prove the intent required for such charges.
