In short: Once a paranoid lookout point for a communist dictator, Albania's largest island is being transformed into a high-end eco-resort. This massive €1.4 billion project has sparked a domestic uprising known as the Flamingo Revolution, pitting environmentalists and local citizens against a controversial international investment.

Sazan Island served as a strategic military base throughout much of the 20th century, occupied by Italian, Soviet, and Albanian forces. Following the 1947 Paris Peace Treaty, sovereignty was transferred to Albania. During the Cold War, the island became a symbol of Enver Hoxha’s extreme paranoia; he used it as a lookout point against perceived threats from NATO or the Warsaw Pact. By the 1970s, the island functioned as a self-contained military community where about 150 families lived in isolation from the mainland, supported by their own theatre, school, and hospital.

The island's transition to civilian use began in December 2024, following its declassification. However, the proposed development by Atlantic Incubation Partners LLC—affiliated with Jared Kushner’s Affinity Partners—has ignited fierce opposition. The project is valued at approximately €1.4 billion for the resort itself, plus a $4.7 billion agreement involving the surrounding protected coastal landscape of Zvërnec. Critics point to irreversible ecological damage already occurring, including the destruction of millennial dunes and the interruption of water exchange in the Narta Lagoon, a vital wetland for migratory birds like pink flamingos.

The controversy is further complicated by legal and political scrutiny. An inquiry was launched by Albania's Special Prosecution Office Against Corruption and Organized Crime during June 2026 regarding 2024 law modifications permitting property construction within conservation zones via non-standard bidding processes. While the government maintains the land was acquired transparently, the project has faced accusations of being influenced by political connections. Protests have turned volatile, with reports of private security guards assaulting demonstrators, leading to the revocation of two security companies' licenses and an ongoing police investigation.
