A secret police so vast that one in four citizens was an informer
In short: In Socialist Romania, the Securitate didn't just watch you; they lived among you. By the late 1980s, this secret police force employed nearly half a million informants to monitor a population of 23 million. It was a system designed to make the mere fear of being watched enough to ensure total submission.
Founded on August 30, 1948, the Securitate was established with heavy direction from the Soviet MGB and SMERSH. While it ostensibly aimed to 'defend democratic conquests,' its early years were defined by the systematic purging of the monarchy's old police force. Soviet officers like Gheorghe Pintilie (Pantiușa) replaced loyalist officers with ardent members of the Romanian Communist Party to ensure the agency remained a tool of absolute state control.
The scale of the Securitate's reach was unprecedented in the Eastern bloc. By 1956, the staff had increased fivefold from its initial 1948 budget. At its peak, the agency maintained a ratio of one agent or informer for every 43 Romanians. To maintain this web, the state recruited heavily from the intelligentsia; between 1980 and 1989, over 200,000 new informants were recruited, including thousands of doctors, nurses, clergy members, and artists.
The tactics of repression were both high-tech and brutal. The General Directorate for Technical Operations (DGTO) monitored all international and domestic communications, while agents were placed in gynecological wards to monitor birth rates. In extreme cases, the state used 'vicious rumors' and public humiliations to crush dissent. Even the threat of assassination was a tool of statecraft, evidenced by the two-million-dollar bounty placed on high-ranking defector Ion Mihai Pacepa.
Following the 1989 Revolution, the Securitate was dismantled, its functions split into various modern agencies like the SRI and SIE. Today, the CNSAS preserves the archives of these former secret services, serving as a repository for the memories of those who suffered under this pervasive apparatus of surveillance.
