The shadow governments that paved the way for Bosnian war
In short: Before the first shots were fired in 1992, the Serb Democratic Party (SDS) was already constructing a parallel state. By creating shadow governments and crisis headquarters, they prepared to seize control of every municipality, turning a political movement into a blueprint for territorial takeover.
The Serb Democratic Party (SDS) was established in 1990 by Radovan Karadžić following the League of Communists of Yugoslavia's split. A quiet electoral alliance was first established between the SDA, the HDZ, and the SDS. Although these three groups won the initial multiparty polls to champion their specific ethnicities, conflicting land goals—backed by sponsors from Serbia and Croatia—caused the joint leadership to fail and sparked 1992's conflict.
The SDS's strategy for dominance was methodical. Throughout September 1991, the party began establishing 'Serb Autonomous Regions' across Bosnia and Herzegovina. Following a parliamentary vote on sovereignty in October 1991, a separate Serb Assembly was founded in Banja Luka to exclusively represent Serbs. This period saw the creation of a top-secret document in December 1991 detailing a centralized program to take over every municipality. To ready supporters for the seizure of power, they built parallel administrations and extra-governmental bodies in tandem with the Yugoslav People's Army (JNA).
In the decades following the 1995 Dayton Accords, the SDS remained a significant political force, though its influence has shifted. Despite maintaining its following, the historical embedding of ethnicity into the political framework has typically hindered groups with fewer ethnocentric goals. Today, the party remains under U.S. sanctions for failing to turn over war crimes suspects, leading officials to establish a separate legal entity in 2020 to navigate financial restrictions.
