In short: In Spain, dialing a specific sequence of numbers was once a matter of international diplomacy. For years, calls to Gibraltar were routed through a unique prefix that bypassed standard country codes, creating a lingering tension that was only resolved through a formal legislative shift in 2007.

Before 1998, Spain utilized a numbering plan where local calls could be made without area codes, and the trunk code '9' was omitted for international dialing. However, certain regions required unique workarounds. Instead of the usual +350 code, callers used '956' (Cádiz province) plus '7' to reach Gibraltar. Andorra followed a comparable system, employing '973' (Lleida province) with the number '8'.

These specific prefixes were part of a complex web of regional routing. Even international callers could reach Andorra via Spain using the prefix +34 738, an alternative to the French route. This intricate system was eventually disrupted by geopolitical and administrative changes. On December 17, 1994, Andorra adopted its own country code (+376), requiring international dialing from Spain and ending the era of simple prefix routing for that territory.

The most notable diplomatic friction involved Gibraltar. While the international prefix 00 changed from 07 to 00, the 9567 prefix for Gibraltar remained in use for some time. This continued until 10 February 2007, when the 00350 international prefix was formally introduced by Spain for Gibraltar. This move effectively ended a long-standing dispute between the two entities. As a result, the 9567 prefix was withdrawn from the Spanish numbering plan and reassigned to domestic subscribers.

Today, Spain's numbering is a highly regulated landscape overseen by the CNMC. It features a variety of specialized numbers: 016 for reporting violence against women (where calls do not appear on bills), 800/900 for freephone services, and 901/902 for non-geographic numbers often used by multinational call centers. These numbers are intentionally excluded from inclusive bundles, reflecting how telecommunications infrastructure serves as a tool for both social policy and economic regulation.
