In short: Following the assassination of President Jovenel Moïse, Haiti faced a total institutional collapse. To prevent further disintegration, a temporary body was formed to hold executive power, navigating intense gang threats and internal disputes while attempting to restore the nation's democratic foundations.

Established by a decree on 12 April 2024, the Transitional Presidential Council (TPC) was designed to exercise presidential duties until a new president is inaugurated or until 7 February 2026. The body was formed amidst extreme instability, following Prime Minister Ariel Henry's announcement of his resignation on 11 March 2024. The TPC's creation was intended to address the legitimacy crisis that emerged after the 7 July 2021 assassination of Jovenel Moïse.

The council's structure consists of nine members: seven with voting rights and two non-voting members representing civil society and the interfaith community. The voting group includes the private sector, Fanmi Lavalas and Platfòm Pitit Desalin—two political parties—alongside four coalitions like Accord du 30 août 2021 and Compromis Historique/RED/EDE. To ensure stability, members were disqualified from running for presidency and were forbidden from having UN sanctions or criminal indictments.

Governance under the TPC was marked by significant friction. While the Council of Ministers appointed the members on 16 April 2024, the swearing-in on 25 April occurred amidst automatic gunfire. Disagreements regarding the prime minister's selection caused a new rule: the chairmanship will rotate every five months between four individuals: Smith Augustin, Leslie Voltaire, Louis Gérald Gilles, and Edgard Leblanc Fils. By late 2024, the council faced corruption investigations, and by February 2026, it dissolved without a successor, leaving executive power solely to Prime Minister Alix Didier Fils-Aimé.
