How the United States Southern Command manages security across the vast Western Hemisphere
In short: Headquartered in Florida, the United States Southern Command oversees military operations, contingency planning, and security cooperation across Central and South America and the Caribbean. This massive joint command coordinates thousands of personnel to address regional threats, from transnational criminal networks to the growing influence of foreign powers in the Americas.
The United States Southern Command, or USSOUTHCOM, is one of eleven unified combatant commands within the Department of Defense. Based in Doral, Florida, it manages a sprawling area of responsibility that covers 32 nations and 14 territories. Its mission is multifaceted, ranging from disaster relief and humanitarian assistance to counter-narcotics operations and the protection of critical infrastructure like the Panama Canal. The command operates through a complex structure of service components, including the Army, Navy, Air Force, Marine Corps, and Space Force, alongside specialized task forces.
The command's origins trace back to the early 20th century, evolving from the Caribbean Defense Command established in 1941 to protect the Panama Canal during the Second World War. Following the war, the command was reorganized several times to reflect shifting geopolitical priorities. In 1963, leadership in Washington formally renamed it the United States Southern Command, reorienting its focus toward irregular warfare and regional stability during the Cold War. By 1997, the command relocated its headquarters from Panama to the United States, following the implementation of the Panama Canal treaties.
Today, USSOUTHCOM faces a diverse array of modern challenges. Its 2017-2027 strategy highlights the threat posed by transnational criminal organizations and the potential for extremist groups to exploit regional institutional weaknesses. Furthermore, the command monitors the increasing presence of China, Iran, and Russia in the region, which it views as a challenge to the rule of law and human rights. To counter these threats, the command relies on partnerships and rapid-reaction forces, such as the recently activated Joint Task Force Western Hemisphere, which focuses on multinational anti-narcotics and humanitarian efforts.
