Poland's license plates are tied to the car, not the owner

In short: In many countries, a cherished license plate is a personal asset you can move from car to car. In Poland, the law treats the plate as part of the vehicle's identity. This means your favorite numbers are locked to the metal, creating a rigid system of regional and functional coding.

Polish vehicle registration is strictly tied to the vehicle rather than the owner. Unlike systems where a 'cherished' registration can be transferred between different cars, Polish law prohibits owners from keeping a specific license number for use on a new vehicle. When a car changes hands, the new owner must obtain a registration document reflecting their own address and region. While they can choose to keep the old plates to avoid the cost of replacement, they cannot move those plates to a different car.

The system is designed to provide immediate geographic context. Each plate features a unique two or three-letter code where the first letter denotes the voivodeship (province). For cities with powiat rights, an additional letter is used, while other powiats require two additional letters. To prevent confusion with the old system, two-letter codes must be followed by a leading digit. The Ministry of Infrastructure even introduced extra leading characters in 2022, such as 'M' for Greater Poland, to expand the pool of available combinations as numbers began to run out.

Beyond geography, the plates serve as a visual shorthand for vehicle status. For example, electric and hydrogen vehicles use light green backgrounds to signal their eligibility for bus lane access. Historical vehicles may receive yellow plates with black text and a vintage car icon, provided they are at least 15 years out of production and consist of 75% original parts. Even diplomatic vehicles are meticulously coded, with specific three-digit sequences identifying whether a car belongs to an embassy's private personnel, military attachés, or official mission use.
