From a rural North Carolina upbringing to chairing the House Rules Committee
In short: Virginia Foxx's journey from a childhood without running water to the highest echelons of Congressional leadership is a remarkable story of upward mobility. Once a school janitor and sociology professor, she now wields significant legislative power as a key Republican leader in the U.S. House of Representatives.
Born Virginia Palmieri in Manhattan on June 29, 1943, Foxx's early life was defined by economic hardship. After her family moved to North Carolina when she was six, she lived in a home lacking running water and electricity until she was 14. Her path to leadership began in a humble fashion; while attending Crossnore High School, she worked as a school janitor and became the first member of her family to earn a high school diploma.
Her academic and professional trajectory saw her earning a Bachelor of Arts from the University of North Carolina at Chapel Hill in 1968, followed by a Master of Arts in 1972 and a Doctor of Education in 1985, both from the University of North Carolina at Greensboro. Before entering politics, she was a sociology professor at Appalachian State University and served as the president of Mayland Community College.
Since her first election to the U.S. House of Representatives in 2004, Foxx has become a central figure in the Republican Party. Her career includes roles such as Secretary of the House Republican Conference between 2013 and 2016, and she will lead the House Rules Committee from 2025 onwards. Her legislative record is marked by strong conservative stances, including opposition to the Affordable Care Act, opposition to legal abortion, and votes against the American Rescue Plan Act of 2021.
Foxx's political influence is underscored by her longevity and electoral strength in North Carolina's 5th district. She has consistently secured significant margins, such as her 66% victory in 2020 and a 63.2% win in 2022. As of 2025, she holds the distinction of being the dean of North Carolina's congressional delegation.
