From private construction entrepreneur to the highest office in the Bulgarian state
Before his tenure as the President of Bulgaria from 2012 to 2017, Rosen Plevneliev built a career in the private sector. Starting a construction company in 1990, he oversaw major developments like the Sofia Business Park, eventually transitioning into government as a reformist minister before his successful presidential campaign.
Born in 1964 in Gotse Delchev, Rosen Plevneliev’s early life was marked by his family's history as refugees from Greek Macedonia. After graduating from the Higher Mechanical-Electrotechnical Institute in Sofia in 1989, he briefly worked at the Institute for Microprocessing Technology. The collapse of the old regime in 1990 provided the catalyst for his pivot to entrepreneurship, where he founded a private building company that would later become responsible for significant infrastructure projects, most notably the Sofia Business Park.
Plevneliev’s political trajectory began in 2009 when he joined the government as Minister of Regional Development and Public Works. Alongside figures like Simeon Djankov, he was identified as a key reformer. His administrative focus during his ministerial and subsequent presidential terms included energy independence, administrative efficiency, and the removal of former communist-era secret agents from diplomatic posts. His presidency, which began in January 2012, was defined by navigating significant civil unrest, including the 2013 protests against monopoly and oligarchy, which led him to appoint multiple caretaker governments to maintain stability.
Throughout his career, Plevneliev faced intense political pressure, including a 2014 tax investigation that he and his supporters characterized as a politically motivated assault by the Oresharski government. Despite these challenges, he remained a prominent public figure after leaving office in 2017. In 2022, he led cabinet talks for the GERB party, and in 2023, he advocated for enshrining Bulgaria’s NATO and EU membership directly into the national constitution. His legacy is also marked by extensive international recognition, having received numerous high-level state honors from countries including Germany, Italy, and Brazil during his time in office.
