The airport that survived a national ownership tug-of-war
In short: In 2012, the Maldivian government declared a major airport privatization deal void, leading to a dramatic seven-day deadline to evict a private consortium. This high-stakes geopolitical drama highlights the complex intersection of national sovereignty, infrastructure investment, and the strategic importance of a nation's primary gateway.
Velana International Airport (VIA) serves as the primary gateway to the Maldives, managed by the state-owned Maldives Airports Company Limited (MACL). Its history is marked by rapid expansion and political friction. In 2010, the Nasheed administration initiated a privatization process, which was won by a consortium of GMR Group and Malaysia Airports. The deal involved a 1 billion rufiyaa upfront fee for a 25-year operation and modernization period. However, the subsequent Waheed administration declared the agreement void ab initio in late 2012, demanding the consortium vacate the airport within a week. This move sparked mass protests and international criticism before GMR handed the airport back to the government in December 2012.
The airport's physical infrastructure has undergone massive transformation to accommodate larger aircraft and higher tourist volumes. Beijing Urban Construction Group (BUCG) spent $452 million to build a fresh runway as part of a major enlargement. This runway, measuring 3,400 meters in length, significantly increased capacity from 8 flights per hour to 21, reducing landing wait times from 15 minutes to just 3 minutes. Additionally, a new Seaplane Terminal was opened in 2022 at a cost of $55 million, designed to handle the world's largest seaplane operations, capable of serving over 6,000 tourists daily.
Looking forward, the airport is undergoing a $600 million expansion project contracted to the Saudi Bin Laden Group in 2016. This project aims to replace the current terminal—designed for 1 million passengers per year—with a new facility capable of handling 7.5 million passengers annually. The expansion also includes a fuel farm that will triple current storage capacity to 45,000 metric tonnes and an 8.4-kilometre fuel hydrant system, allowing aircraft to be fueled without the need for trucks, enhancing both safety and operational speed.
