In short: Following a tragic shooting on campus in December 2025, Brown University commissioned multiple reviews to understand the event. While the university's response was praised for its resilience, investigators concluded that the perpetrator's actions were nearly impossible to foresee or stop before they occurred.

Cláudio Manuel Neves Valente walked into Brown University's Barus and Holley Building on December 13, 2025, during the second day of finals week. A coursework review session became the site of his gunfire, resulting in nine injuries and the deaths of two undergraduates. The perpetrator, a 48-year-old Portuguese national and former graduate student, fled the scene before police arrived.

An external review conducted by the consulting firm Teneo Risk, co-led by former NYPD Commissioner William J. Bratton, concluded that the attack was highly unlikely to have been prevented. The review found that the university had no advance indication that Neves Valente posed a threat of violence. Records show the assailant was a graduate student at the institution until his 2001 leave and final withdrawal in July 2003.

The incident had a wider impact beyond the campus. Nuno Loureiro, a former classmate of Valente and physics professor at the Massachusetts Institute of Technology, was killed at his Brookline, Massachusetts, residence two days following the massacre. Five days after the first attack, on December 18, Neves Valente was discovered dead from a self-inflicted gunshot wound inside a New Hampshire storage unit.

In response to the tragedy, Brown University launched a Safety and Security Action Plan. This plan, released on August 28, aims to strengthen preparedness and response capabilities. The university's efforts include addressing logistical and operational challenges revealed by the mass casualty incident, focusing on areas such as emergency notification protocols, physical security infrastructure, and information-sharing with law enforcement.
