The flamboyant fire chief who vanished after a cocaine sting in Key West
In short: Joseph Anthony Farto, known as Bum, was a local legend in Key West who rose from a coffee-fetching child to fire chief. His career ended in a spectacular drug trafficking conviction, followed by a mysterious disappearance that turned him into a permanent fixture of Florida’s local folklore and pop culture.
Born in 1919 to Spanish immigrants, Joseph Anthony Farto earned his nickname as a child by running errands for firefighters. He joined the department in 1942 and ascended to fire chief by 1964. Farto was defined by his theatricality: he wore red suits to ward off evil spirits, smoked large cigars, and drove a lime green Ford Galaxie 500 emblazoned with his self-styled title, El Jefe. His tenure was marked by controversy, including a 1968 suspension for forging a check and a 1971 incident where he had to be rescued from an irrigation canal after failing to yield to a patrolman.
In the 1970s, Florida Governor Reubin Askew initiated a crackdown on the local drug trade. This led to Operation Conch, a sting operation involving the DEA and local law enforcement. In September 1975, Farto was arrested after selling an ounce of cocaine to an undercover agent. He was the first of twenty-eight individuals apprehended in the sweep. His trial was swift, resulting in a conviction in February 1976. Facing a potential prison sentence of up to 31 years, Farto jumped his $25,000 bail on February 16, 1976, and was never seen again.
The disappearance sparked immediate speculation. Theories suggested he had fled to Costa Rica or Spain, with sightings reported as far away as the American embassy in Golfito. His legend grew so large that local shops sold merchandise questioning his whereabouts, and his story was later immortalized in a 2020 podcast and a 2021 musical. In 1986, Farto was declared legally dead in absentia, a move that allowed his wife to collect his pension and insurance. Today, his uniforms and desk remain on display at the Key West Firehouse Museum, serving as a testament to the man who became a symbol of Key West's eccentric history.
