The hidden history of a Florida town built on springs and soldiers
In short: Long before it became a coastal destination, Clearwater was a frontier of military outposts and freshwater springs. From the construction of Fort Harrison during the Seminole Wars to a massive WWII training base, the city's identity has been shaped by shifting tides of war, rail, and industry.
The origins of Clearwater are rooted in the landscape of the Florida frontier. Originally inhabited by the Tocoblan people, the area saw significant military activity around 1835 when the U.S. Army constructed Fort Harrison, an outpost named after William Henry Harrison, during the Seminole Wars. This site, located on a bluff overlooking Clearwater Harbor, later became part of the residential Harbor Oaks development. Interestingly, the very name 'Clearwater' likely stems from a freshwater spring located near the site of the old City Hall, part of a network of springs that once dotted the local landscape.
The city's growth was driven by infrastructure and expansion. Following the Federal Armed Occupation Act of 1842, which offered 160 acres to those willing to cultivate and defend the land, early families like the Stevens and McMullen established large farms. The late 19th century brought rapid transformation via rail; Peter Demens completed the first passenger line in 1888, and the Orange Belt Railroad began operations in 1894. This connectivity helped transition the area from 'Clear Water Harbor' to the incorporated city of Clearwater by 1891.
During World War II, the city's role shifted to a vital military hub. Local hotels, including the Belleview Biltmore, served as barracks for troops heading to Europe and the Pacific. The era was marked by the presence of marching soldiers in downtown streets and nighttime blackouts to protect against potential bombers. Today, the city remains a complex mosaic of history, containing everything from the historic Cleveland Street to the downtown core, where the Church of Scientology owns much of the property.
