When the Cleveland Browns left town, they left their entire history behind in Ohio.
In short: In 1995, owner Art Modell announced he was moving the Cleveland Browns to Baltimore, sparking a legal firestorm. The resulting compromise was unprecedented: the franchise name, colors, and records stayed in Cleveland, while the football organization moved to Baltimore to become the newly formed Ravens. It remains a landmark sports agreement.
The controversy, known as The Move, was rooted in Art Modell’s financial struggles. Despite his influence, Modell’s net worth was relatively meager compared to other NFL owners, and his purchase of the team in the 1960s had been heavily leveraged. By the 1990s, the loss of suite revenue following the departure of the Cleveland Indians to a new stadium, combined with soaring player salaries, left Modell claiming millions in losses. When a local tax referendum for stadium improvements seemed unlikely to pass, Modell signed a secret memorandum to move the team to Baltimore, where a new $220 million stadium awaited.
The announcement triggered immediate backlash, including lawsuits from the City of Cleveland and season ticket holders, and even congressional hearings. To settle the litigation, the NFL brokered a historic deal in February 1996. The Browns were officially deactivated, and the league agreed to reactivate the franchise by 1999. Crucially, the agreement stipulated that the Browns' name, colors, history, and intellectual property would remain in Cleveland. Modell was permitted to take the existing football organization—the players and staff—to Baltimore, where they were rebranded as the Ravens, an expansion team.
This compromise set a precedent for professional sports, later mirrored by the San Jose Earthquakes and Arizona Coyotes. When the Browns returned in 1999, they were stocked via an expansion draft and placed in a division with their traditional rivals, the Steelers and Bengals, alongside the Ravens. While the Ravens found immediate success, winning two Super Bowls, the reactivated Browns have struggled, managing only four winning seasons since their return. The legacy of the move persists, not just in the records that stayed in Cleveland, but in the way the NFL manages franchise instability and stadium negotiations to this day.
