The political office that commanded the world's most powerful navy for three centuries
In short: From the assassination of a Duke to the creation of the modern Ministry of Defence, the First Lord of the Admiralty was the ultimate naval authority. For over 330 years, this post shaped global maritime power, evolving from a temporary commission into a permanent pillar of the British Cabinet.
The office's origins trace back to 1628, following the assassination of George Villiers, the 1st Duke of Buckingham. His death forced the Admiralty into a commission under a Board of Commissioners, with Richard Weston, the 1st Earl of Portland, becoming the first First Lord. While the role was not always a permanent fixture of the board, the Admiralty Department was officially established as a government department in 1709, replacing the earlier Office of the Admiralty and Marine Affairs.
The role underwent significant constitutional shifts. The Admiralty Act 1690, passed during the reign of William and Mary, vested the powers of the Lord High Admiral in commissioners, transforming the office into a permanent Cabinet position. By the early 1800s, the post transitioned from being held by naval flag officers to being held by civilians. In 1832, Sir James Graham implemented reforms that amalgamated the Board of Admiralty with the Navy Board, a structure that would define the service for decades.
Despite its prestige, the office faced periods of instability and reform. In 1868, Prime Minister William Gladstone appointed Hugh Childers, whose regulatory changes inadvertently restricted communication among board members. This administrative friction, coupled with the 1870 disaster of the poorly designed HMS Captain, highlighted the complexities of naval governance. The era of the First Lord finally ended in 1964, when the office was abolished and its functions merged into the Ministry of Defence, with George Jellicoe, 2nd Earl Jellicoe, serving as the final holder.
