How a single political party grew from 3,000 to 1.6 million members
In short: Born from the struggle against French and Spanish colonial rule, Morocco's Isti Shall Party transformed from a small group of activists into a massive political force. At its peak, it commanded the sympathy of 90% of the Moroccan population, challenging the very foundations of monarchical power.
Founded on 10 December 1943, the Istiqlal Party emerged from the remnants of earlier nationalist groups like the Kutla, which had previously sought only reform rather than full independence. Led by figures such as Ahmed Balafrej and the honorary zaʿīm Allal al-Fassi, the party issued its Independence Manifesto on 11 January 1944. This document demanded a democratic constitutional government under Sultan Sidi Muhammad Bin Yusuf and sought to leverage international frameworks like the Atlantic Charter.
The party's growth was explosive. From an estimated 3,000 members in 1944, the movement expanded to 10,000 by 1947, and surged to 100,000 after 1952. By the early months of Moroccan independence, membership reached approximately 1.6 million. This massive mobilization allowed the party to act as a primary force in the anti-colonial struggle, even establishing the 'Secret Organisation' to conduct urban resistance, which launched 4,520 attacks between August 1953 and April 1956.
However, this strength created deep friction with the Moroccan monarchy. The Istiqlal's ambitions for a one-party state and its conservative, reformist Salafist ideology threatened the King's authority. While the party successfully used the Sultan's image to fight for independence, the post-independence era saw a struggle for control. The party's left wing, including leaders like Mehdi Ben Barka, eventually split from the conservative right in 1959, driven by ideological divides over social welfare and the limits of royal power.
Today, the Istiqlal remains a significant player in Moroccan politics, recently joining the coalition government led by Aziz Akhannouch. Its history remains a complex study of how a nationalist movement can transition from a revolutionary force to a cornerstone of the established state apparatus.
