How a secret system of 'refunds' birthed Italian football professionalism
In short: In the 1920s, Italian football was strictly amateur, but players were being paid in secret. To bypass FIFA rules, the Federation created a clever loophole that allowed players to claim 'refunds' for lost wages, effectively launching the era of professionalism in Italy.
Founded in Turin on 26 March 1898, the Federazione Italiana del Football (FIF) was the precursor to the Italian Football Federation (FIGC). While it began as an amateur organization, the rise of professional talent created a regulatory crisis. By the early 1920s, despite strict rules regarding player residence and transfers designed to maintain amateur status, top players were being moved between provinces through illegal, secret payments.
The tension reached a breaking point in 1926 following a major referees' strike that forced the Board to resign. Lando Ferretti, who led the Italian Olympic Committee (C.O.N.I.), designated a Commission to restructure the leagues. This resulted in the Carta di Viareggio, a landmark document that redefined the sport. To respect FIFA's amateur requirements, the Commission allowed players to be recognized as 'non-amateurs.' They could apply for refunds for money lost while playing, a mechanism that served as the true beginning of professionalism in Italy.
This era of reform also saw significant restrictions on foreign talent. By restricting matches to a single foreign player, the Carta di Viareggio caused many Hungarians to lose their jobs. The Federation's history has been marked by cycles of success and stagnation. While the national team achieved a world-record 37 consecutive matches without defeat between 2018 and 2021, the Federation has frequently faced criticism for inertia and a failure to reform the football movement from the grassroots level up.
