The financier who led the U.S. Navy before a clash over battleship strategy
In short: John C. Phelan transitioned from managing private capital for Michael Dell to overseeing the United States Navy. His brief tenure as the 79th Secretary of the Navy ended abruptly in 2026 after a high-stakes disagreement with the Secretary of Defense regarding the future of naval shipbuilding and uncrewed vessels.
Born in 1964, Phelan built a career in finance, working at Goldman Sachs and ESL Partners before co-founding MSD Capital in 1998 to manage Michael Dell's assets. After leaving MSD in 2022, he established Rugger Management in Palm Beach. His path to the Pentagon was paved by his role as a prominent political donor to Donald Trump, culminating in his nomination as Secretary of the Navy in November 2024.
Phelan’s confirmation in March 2025 by a 62–30 Senate vote drew attention for his lack of prior military or national-security experience. Once in office, he became a polarizing figure. By April 2026, tensions peaked over his promotion of the Trump-class battleship—a project that directly conflicted with Secretary of Defense Pete Hegseth’s preference for smaller, autonomous ships. This strategic rift, combined with Phelan’s unusually close ties to the president, led Hegseth to demand his resignation. When Phelan refused, he was fired on April 22, 2026.
Beyond his professional life, Phelan is known for his extensive real estate portfolio and high-profile philanthropy. He and his wife, Amy, maintain luxury residences in Aspen, Palm Beach, and New York City, housing an art collection that includes works by Andy Warhol and Willem de Kooning. His public record also includes scrutiny regarding his 2006 travel on Jeffrey Epstein’s private aircraft, an association that surfaced during the release of the Epstein files.
