How a former union organizer became a historic bridge in the United States Senate
In short: Laphonza Butler’s path to the U.S. Senate was unconventional, moving from labor organizing to corporate strategy and political advocacy. Appointed to fill a vacancy, she became the first openly LGBT Black woman in Congress, balancing a brief but impactful legislative tenure with a career defined by high-level political influence.
Born in 1979 in Magnolia, Mississippi, Laphonza Butler rose through the ranks of the labor movement, organizing nurses, janitors, and in-home caregivers across the United States. By 2013, she was leading the California SEIU State Council, where she championed efforts to raise the minimum wage and increase taxes on the wealthy. Her career eventually shifted toward political consulting and corporate public policy, including roles at SCRB Strategies, where she advised Kamala Harris, and at Airbnb. In 2021, she became the first Black woman and first mother to lead EMILY’s List.
In October 2023, California Governor Gavin Newsom appointed Butler to the U.S. Senate to fill the seat left vacant by the death of Dianne Feinstein. This appointment fulfilled Newsom’s pledge to select a Black woman, though it sparked discussion because Butler had moved to Maryland in 2021. She re-registered to vote in California before taking office. Senate from California.
During her brief tenure, which ended in December 2024, Butler introduced 33 pieces of legislation and cosponsored 333 others. Her work included advocating for the Workforce of the Future Act of 2024, which aimed to address the impacts of artificial intelligence on the labor market. She also used the Senate floor to highlight the issue of book banning. After leaving the Senate, she joined the public affairs firm Actum and reportedly began advising OpenAI, the creator of ChatGPT, continuing her focus on the intersection of labor and emerging technology.
Butler’s career reflects a blend of grassroots organizing and elite political maneuvering. She has served as a regent for the University of California, a board member for the Federal Reserve’s Los Angeles branch, and a fellow at the MIT Community Innovators Lab. Her transition from a union leader to a corporate advisor and senator highlights the complex, often overlapping worlds of American labor, technology policy, and national politics.
