The world's first Green heads of state both came from Latvia
In short: While most environmental parties lean left, the Latvian Green Party is a center-right, socially conservative force. It holds a unique place in history for producing two global political firsts: the first green head of government and the first green head of state in the world.
Founded in 1990, just four months before Latvia officially declared independence from the Soviet Union, the Latvian Green Party (LZP) emerged from a movement citing USSR rule as the primary cause of regional ecological ruin. Unlike many of its European counterparts, the LZP is positioned on the center-right of the political spectrum. It combines environmental goals—centered on sustainable development and Agenda 21—with socially conservative views that have occasionally included support for nationalist rhetoric.
The party's historical significance peaked in the early 2000s and 2010s. In February 2004, Indulis Emsis became the world's first green head of government when he was appointed to form a minority government as Prime Minister.
The party's ideological distinctiveness led to its expulsion from the European Green Party in November 2019. This was driven by the LZP's support for socially conservative views and associations with right-wing populism. Since then, the party has navigated complex alliances, moving between various coalitions and forming the 'United List.' Despite internal turmoil and shifting partnerships, it remains a significant force, recently showing gains in local elections such as those in Jēkabpils in June 2025.
The LZP's trajectory illustrates a unique political hybrid: an organization that champions ecological preservation while maintaining a conservative social identity. This combination has allowed them to reach high offices but also created friction with the broader international green movement, highlighting how environmentalism can manifest across different ends of the political spectrum.
