In short: Narayan Datt Tiwari was a political titan who governed two different Indian states and served in high-level federal cabinets. Yet, his later years were defined by a landmark paternity suit, a high-profile marriage, and a scandalous resignation that contrasted sharply with his decades of service in the Indian National Congress.

Born in 1925 in the village of Baluti, N. D. Tiwari began his political journey early, participating in the Indian Independence movement and facing imprisonment in 1942. He rose to become a dominant figure in Uttar Pradesh politics, serving as Chief Minister three times between 1976 and 1989. His career reached the national stage in the 1980s, where he held significant portfolios including Minister for External Affairs and Minister of Finance under Prime Minister Rajiv Gandhi. In 2002, he achieved a unique distinction by becoming the Chief Minister of Uttarakhand, making him the first Indian politician to lead two separate states.

Tiwari’s later life was marked by intense personal and public turmoil. In 2007, he became the Governor of Andhra Pradesh, but resigned in 2009 following a sex scandal involving footage captured at his official residence. Simultaneously, he faced a high-stakes legal battle initiated by Rohit Shekhar, who claimed to be Tiwari's biological son. After years of legal resistance, a court-ordered DNA test in 2011 confirmed the paternity. Tiwari subsequently acknowledged Shekhar as his son and, in 2013, married Ujjwala Tiwari, Shekhar's mother and his longtime partner.

The family's story took a tragic turn after Tiwari's death in 2018. His son, Rohit Shekhar, was murdered in April 2019, allegedly strangled by his wife, Apoorva Shukla, following a volatile marriage. Investigations suggested the conflict stemmed from disputes over property and personal grievances. While Tiwari’s professional legacy remains tied to his extensive administrative tenure and his role as a lifelong Congressman—who briefly joined the BJP in 2017—his personal history remains a complex narrative of power, late-life reconciliation, and tragic domestic fallout.
