The presidency of Turkmenistan is a position of absolute power and dynastic succession
In short: The president of Turkmenistan serves as head of state, government, and the armed forces, wielding immense authority. Since the nation gained independence in 1991, the office has seen only three leaders, including a rare dynastic transition from father to son that solidified the current political landscape and its unique constitutional framework.
The office of the president of Turkmenistan is uniquely powerful, concentrating the roles of head of state, head of government, supreme commander in chief, and chairman of the State Security Council. This centralization of authority is supported by a robust security apparatus, the Presidential Security Service, which was established in November 1990. Today, this service employs 2,000 personnel and is tasked with the president's protection, including deploying at least 10 agents during foreign state visits.
Political stability in the country has been marked by long tenures and, recently, dynastic succession. Serdar Berdimuhamedow, the current president, succeeded his father, Gurbanguly Berdimuhamedow, in 2022. This transition followed Gurbanguly’s 15-year reign, making him the first president to voluntarily step down. The 2022 election saw Serdar secure 72.97% of the vote, though international observers have questioned the integrity of the process. The legal environment has also evolved to favor long-term incumbency; 2016 reforms removed age caps and term limits while extending the presidential term from five to seven years.
The mechanics of succession and removal are defined by the constitution, yet historical reality has sometimes diverged from these rules. While the law dictates that the chairman of the Assembly should serve as acting president if a vacancy occurs, this has never happened. When the country’s first president, Saparmyrat Nyýazow, died in office in 2006, the State Security Council bypassed standard procedures, appointing the first deputy chairman of the Cabinet of Ministers to the role instead. Today, the president operates from the Oguzkhan Presidential Palace in Ashgabat, utilizing a specialized fleet of aircraft and armored transport to maintain the office's high-profile presence.
