The only Southern senator to vote for five major civil rights bills
In short: Ralph Yarborough was a political outlier in the American South. As a progressive Democrat from Texas, he stood alone among his Confederate-state peers by supporting every major civil rights bill from 1957 to 1968. His career was defined by fierce battles against conservative oil interests and a commitment to liberal reform.
Born in 1903, Ralph Yarborough rose from a background in Texas law to become a pivotal figure in the state's mid-century politics. After serving in the U.S. Army during World War II, he repeatedly challenged the conservative faction of the Democratic Party. His persistence paid off in 1957 when he won a special election to the U.S. Senate, where he became a key architect of the Great Society agenda, championing education, environmental conservation, and veterans' benefits.
Yarborough was a combative legislator, famously engaging in a physical scuffle with Senator Strom Thurmond in 1964 to ensure a quorum for the nomination of LeRoy Collins. His legislative record was equally bold; he co-wrote the Endangered Species Act and introduced the first bilingual education act in 1967. Despite his influence, his career was marked by intense friction with Texas power brokers, including Governor John Connally, and he eventually lost his seat in 1970 to the more conservative Lloyd Bentsen.
Beyond his legislative achievements, Yarborough was a staunch advocate for scientific progress and public education. He played a role in the investigation that led to the creation of NASA in 1958, recognizing the potential impact on his home state. By the time of his death in 1996, he had earned the title of the patron saint of Texas liberals, leaving behind a legacy of modernization and a rare, steadfast commitment to civil rights in a region that largely resisted the movement.
