Rodrigo Duterte’s political identity is inseparable from his tenure as mayor of Davao City. For over 22 years, he implemented aggressive crime-fighting measures that significantly reduced local violence. His approach, often compared to the character 'Dirty Harry,' relied on heavy-handed policing and a vocal endorsement of extrajudicial killings to combat the drug trade. While supporters credited these methods with making Davao one of the safest areas in Southeast Asia, international human rights organizations, including Amnesty International and Human Rights Watch, accused him of overseeing death squads that executed over 1,400 people by 2016.
This reputation for ruthless efficiency became his primary political asset during his 2016 presidential campaign. By embracing the image of a coarse, anti-establishment leader, Duterte tapped into a national fatigue regarding corruption and crime. His presidency (2016–2022) was characterized by a similarly polarizing domestic policy, specifically a massive, controversial war on drugs. His rhetoric often dismissed Western concepts of human rights, and his administration's actions prompted the International Criminal Court to open a preliminary investigation into his drug war in 2018.
Duterte's leadership also reshaped Philippine foreign policy and domestic governance. He pursued an 'independent foreign policy' that strengthened ties with China and Russia, often wavering on the disputed Spratly Islands. Domestically, he proposed a shift toward a federal system of government and launched large-scale infrastructure plans.
