The West Virginia senator who broke a decades-long Republican streak
In short: Shelley Moore Capito is a political trailblazer for West Virginia. As the state's inaugural female Senator, she also became the initial Republican to secure a complete Senate term from there since 1942, managing a political environment frequently shaped by fierce partisan devotion.
Born on November 26, 1953, Capito’s political roots are deeply embedded in West Virginia. She is the daughter of Arch Alfred Moore Jr., a man who served three terms as the state's governor. Before her ascent to the Senate, Capito built a diverse professional background, working as a career counselor at West Virginia State University and as a director for the West Virginia Board of Regents.
Her legislative journey began in the West Virginia House of Delegates, where she served from 1996 to 2000. In 2000, she secured an upset victory to represent West Virginia's 2nd congressional district, becoming the first Republican to represent the state in Congress since 1983. She further stood out as the first female West Virginian in Congress who did not enter office as a widow of a legislator.
Since her election to the Senate in 2014, Capito has held significant leadership roles, including chairing the Environment and Public Works Committee since 2025. Although she belongs to the Republican Party, her voting record is nuanced; a 2023 study by the McCourt School of Public Policy and The Lugar Center ranked her among the top 20% of senators for bipartisanship. Conversely, data from FiveThirtyEight noted that as of January 2023, she had voted with President Biden's position approximately 56% of the time, though she voted with the Trump administration 94.9% of the time.
Capito's career has been marked by both political shifts and high-stakes moments. In 2020, she was one of only 27 congressional Republicans to acknowledge Joe Biden as the winner of the presidential election. Her influence extends through various caucuses, including the Congressional Coal Caucus, which she founded following the Upper Big Branch Mine Disaster.
