In short: In just a few years, Temu transformed from a newcomer into a global retail titan, even surpassing Amazon's monthly active users. But behind the deep discounts and viral Super Bowl ads lies a complex web of trade loopholes, regulatory battles, and intense scrutiny over supply chain ethics.

Temu, short for 'Team Up, Price Down,' operates via PDD Holdings, a company led by Colin Huang. The platform's rapid ascent was propelled by a business model that ships goods directly from Chinese vendors to global consumers, bypassing traditional distributors to maintain low prices. This strategy allowed the app to become the most-downloadable U.S. shopping app in late 2022 and, by late 2024, reach a global monthly website visit count of nearly 700 million.

However, this efficiency relies heavily on the 'de minimis' trade loophole, which allows low-value imports to enter the U.S. without significant customs duties. A 2023 U.S. House Select Committee report accused the platform of exploiting this rule to evade enforcement, noting an 'extremely high risk' of forced labor within its supply chains. The political pressure intensified in 2025 when U.S. President Donald Trump closed the de minimis exception, forcing Temu to pivot toward a Local Seller Program to fulfill U.S. orders from within the country.

The platform's growth has been met with significant legal and regulatory friction. In South Korea, authorities found toxic levels of lead and formaldehyde in products, while a 2024 investigation by Toy Industries of Europe found that 18 out of 19 tested toys posed safety risks to children. Beyond product safety, Temu faces numerous class-action lawsuits regarding data privacy and unsolicited communications, alongside investigations by the European Commission into the sale of illegal goods and addictive app designs.
