In short: The Type 094, known to NATO as the Jin class, marks a pivotal shift in Chinese naval strategy. Designed by Zhang Jinlin, these nuclear-powered ballistic missile submarines have evolved through design iterations to improve stealth and reach, serving as a cornerstone of China's maritime nuclear posture since their first patrol in 2015.

The Type 094 program succeeded the earlier Type 092 and is likely derived from the Type 093 attack submarine platform. While the United States Department of Defense identifies the class as China's first truly credible sea-based nuclear deterrent, the vessels have faced persistent questions regarding their acoustic signature. As early as 2009, the United States Office of Naval Intelligence assessed the Type 094 as being noisier than Soviet or Russian ballistic missile submarines from the late 1970s. This acoustic profile, combined with the initial range limitations of the JL-2 missile, led researchers like Brendan Thomas-Noone and Rorey Medcalf to argue in 2015 that the submarines were better suited for regional deterrence, such as against India, rather than striking the contiguous United States.

Engineering refinements have been a constant feature of the class. Starting with the third boat, designers introduced a streamlined sail with a small cusp at the leading edge, though this modification likely provided minimal drag reduction. Later, the fifth and sixth vessels incorporated a reduced number of limber holes to mitigate noise generated at high speeds. While some observers refer to these modified boats as the Type 094A, this designation is not officially recognized by the People's Liberation Army Navy. By late 2022, reports suggested that the fleet may have been upgraded with JL-3 missiles, potentially extending their reach to over 10,000 kilometers and allowing them to target the continental United States from the relative safety of the South China Sea.

The operational history of the Type 094 has been marked by both routine patrols and unexpected public appearances. Following the commissioning of the first boat in 2007, the fleet grew to six vessels by 2020. These submarines have occasionally surfaced in public view, including sightings in the Taiwan Strait in 2020, 2021, and 2024, and a 2017 incident near the Paracel Islands where a boat emerged amidst a Vietnamese fishing fleet. Whether these sightings were intentional demonstrations of presence or the result of technical malfunctions remains a subject of speculation among naval analysts.
