In short: In a city defined by corruption, Commissioner Jim Gordon is the exception. He is the only man who can look at Batman's violent methods and see a necessary evil, choosing a dangerous partnership over the safety of the status quo to save a dying metropolis.

First appearing in 1939 in 'The Case of the Chemical Syndicate,' Jim Gordon was the first supporting character in the Batman mythos. His origins are rooted in the pulp character Commissioner James W. 'Wildcat' Gordon from 1936. Unlike many heroes who operate outside the law, Gordon is a career law enforcement officer who navigated a path from the Marines to a career in Chicago, where he spent over 15 years exposing systemic corruption before being transferred back to Gotham City.

The central tension of Gordon's character lies in his relationship with Batman. Initially, Gordon resented the vigilante's disregard for police procedure, which embarrassed the department. However, after Batman persuaded him that they could protect the city more effectively by cooperating, Gordon began sharing information and eventually deputized him. This evolution led to the installation of the Bat-Signal, a tool Gordon championed to both summon Batman and strike fear into the criminal underworld. Despite this deep trust, Gordon remains a man of integrity who often struggles with Batman's methods, even refusing to look at Batman's secret identity when offered.

Gordon's personal life is as complex as his professional one. He is the adoptive father of Barbara Gordon (Batgirl/Oracle) and the biological father of James Gordon Jr., a psychopathic serial killer. His history is marked by trauma: he once killed two robbers in self-defense, an act that inspired a vengeful criminal known as the Wrath. Throughout various continuities, Gordon has faced kidnapping by the Joker, a heart attack from years of chain-smoking, and a forced retirement after 20 years of service, yet he remains the moral compass of the GCPD.
