The high price of waiting for absolute certainty in public health

Every Major Mistake That Started Pandemics · 12:30 · Video: Dave Explains · Watch at the source

In short: Human history is littered with pandemics sparked by specific, preventable errors—from contaminated blood supplies to ignored early warnings. But perhaps the most systemic mistake is the demand for 100 percent proof before acting. When we wait for total certainty, we often lose the window of opportunity to prevent a catastrophe.

Pandemics are frequently the result of specific human failures rather than inevitable natural disasters. Historical examples include 'Typhoid Mary,' who continued cooking despite knowing she was infecting others, and the Siege of Caffa, which facilitated the spread of the Black Death across Europe. In more modern contexts, pharmaceutical companies knowingly sold blood contaminated with HIV. Even the origin of the 1918 Spanish Flu is a lesson in misattribution; it actually began in Kansas, not Spain.

The response to COVID-19 highlights how institutional hesitation can exacerbate these tragedies. By mid-December 2019, social media signals in China suggested unusual activity, but this commentary was censored starting December 15. A critical turning point occurred on January 5, when virologist Zhang Yongzhen sequenced the coronavirus and advised the Chinese National Health Commission to take precautions.

However, despite footage of hazmat suits in Wuhan and a city-wide lockdown on January 23, the World Health Organization committee declined to declare a public health emergency. The reason for this delay was a demand for 100 percent proof of human-to-human transmission. This approach prioritized absolute certainty over cost-benefit analysis. Impacts were severe; The Lancet's worldwide study calculated roughly 17.9 million COVID-19 fatalities, which marked a nearly 20 percent rise in total global deaths throughout 2020 and 2021. Although being older is a primary danger—given that individuals aged 100 face a 10,000 times higher death probability than those at age 10—statistics reveal that nations with comparable wealth levels experienced divergent results depending on their initial response speed.
