In short: With over 1.9 million officers, the Ministry of Public Security is far more than a simple police force. From managing detention centers to overseeing critical internet infrastructure, its reach extends from local street patrols to high-tech digital surveillance and international security diplomacy.

Acting as China's chief law enforcement body, the Ministry of Public Security (MPS) was created in 1949 after the Chinese Civil War ended. Beyond standard policing, its fundamental duties involve protecting the Chinese Communist Party's (CCP) political stability and performing counterintelligence operations. Although the creation of the Ministry of State Security in 1983 transferred much of its foreign intelligence remit, the MPS maintains significant capabilities, including new units for cross-border clandestine operations. The agency's origins trace back to the Central Social Affairs Department, and it officially began its operations on November 1, 1949. Its initial workforce was relatively small, consisting of fewer than 500 personnel.

The ministry's operational scope is immense, overseeing criminal investigations, counterterrorism, anti-smuggling, and even traffic safety. Its organizational structure is highly specialized, utilizing a numbered bureau system. For instance, the 1st Bureau manages political security, while the 12th Bureau handles technical investigations. The MPS also manages digital threats by overseeing China's vital information networks; via the Third Research Institute, it is deeply involved in advancing AI 'smart surveillance' and censorship tools. The ministry's reach even extends to specialized sectors, managing everything from food and drug crimes to railway security. It also holds responsibility for the administration of prisons across the country.

Global security diplomacy is a major focus for the MPS, which has entered into over 205 security and policing pacts with up to 74 nations from 2006 to 2026. However, this global presence is a subject of international scrutiny. In 2023, the United States Department of Justice accused the MPS of engaging in transnational repression, and French authorities reported dismantling nine clandestine police stations in 2026 that were allegedly used to monitor Chinese dissidents. The ministry's international influence is evidenced by its history of organizing bilateral police diplomacy meetings with African nations. Furthermore, the agency has been linked to the 'Spamouflage' group, which conducts disinformation campaigns on Western social media.
