How Vietnam manages its domestic security through a dual-branch national police force
In short: The People's Public Security of Vietnam serves as the nation's primary domestic security apparatus. Operating under the Communist Party and the Ministry of Public Security, this force is split into two distinct branches: the People's Security and the People's Police, each tasked with maintaining order and protecting state interests.
The People's Public Security, or PPS, functions as a pillar of Vietnam's national defense, sitting alongside the military and militia as a component of the country's armed forces. The former focuses on safeguarding the state against internal and external threats, managing immigration, and securing government secrets. The latter handles criminal investigations, traffic safety, firefighting, and disaster response. Both branches receive training at specialized academies located in Hanoi.
The scope of the PPS is broad, encompassing everything from economic and network security to the protection of high-ranking officials and foreign dignitaries. Under the legal framework established by the 2014 law No. 73/2014/QH13, these forces are empowered to conduct investigations, initiate lawsuits, and apply administrative sanctions. They utilize a variety of methods, including diplomatic, scientific, and armed measures, to ensure social order. In times of necessity, they hold the authority to requisition transport or communication equipment and may suspend operations of entities deemed detrimental to national security.
The organization is currently undergoing significant structural changes. As of March 2025, the Ministry of Public Security has dissolved nearly 700 local-level security offices and posts as part of a comprehensive overhaul. Despite these shifts, the core mission remains consistent: to coordinate with other state bodies to defend national sovereignty and territorial integrity. The force is guided by the Public Security Central Party Committee, ensuring that all activities align with the broader strategic goals of the state, including socio-economic development and ideological stability.
