In short: Napoleon Bonaparte once sought to defeat Britain not by invasion, but by strangling its economy. His Continental System banned all trade with the British, hoping to force a surrender. Instead, the blockade triggered widespread smuggling, fueled internal unrest, and ultimately accelerated the collapse of his own European hegemony.

Following his failure to invade Britain—culminating in the 1805 naval defeat at Trafalgar—Napoleon turned to economic warfare. In November 1806, he issued the Berlin Decree, forbidding any European nation under French influence from trading with the British. The goal was to isolate Britain, an island nation dependent on commerce, and force it to sue for peace. Napoleon envisioned a unified French-led market, but the reality was a fragmented, struggling economy plagued by distortions.

The system proved fundamentally ineffective. Britain, maintaining control of the seas, simply pivoted to new markets in the Americas. Meanwhile, smuggling became rampant, with hubs like Malta facilitating the flow of British goods into southern Italy. Napoleon’s land-based customs enforcers were powerless against these maritime networks. By 1810, the economic strain on France became undeniable; industries relying on overseas trade, such as shipbuilding and linen production, withered, and port cities like Marseille and Bordeaux suffered deep declines.

The blockade also backfired politically. As French allies and client states grew weary of the economic damage, they increasingly ignored the mandates. Napoleon’s attempts to enforce compliance led to disastrous military overreach, most notably the 1808 Peninsular War and the catastrophic 1812 invasion of Russia. By the time the system ended in 1814, it had failed to break Britain, instead leaving the French Empire economically hollowed out and militarily overextended, setting the stage for Napoleon’s ultimate downfall.
