In short: In July 2015, Sandra Bland was pulled over in Texas for failing to signal a lane change. What began as a routine encounter ended three days later with her death in a jail cell, sparking a global conversation about systemic racism and police conduct.

The incident began on July 10, 2015, when Texas State Trooper Brian Encinia pulled over 28-year-old Sandra Bland. The encounter turned heated when Bland refused orders to extinguish a cigarette and exit her vehicle. Encinia brandished a Taser and threatened to 'light her up,' later claiming Bland kicked him, which led to a physical struggle. While dashcam and phone footage captured parts of the interaction, the alleged fight itself was not recorded on video.

Bland was found dead in her Waller County jail cell on the morning of July 13, 2015. An autopsy concluded she had committed suicide by hanging herself with a plastic bag. She died roughly twelve months after the NYPD killed Eric Garner, following a trend of law enforcement brutality that gained significant public attention throughout the 2010s. Her family and friends immediately questioned the official suicide ruling.

Investigations revealed that the jail had ignored protocols regarding prisoner observation and mental health training. In 2017, Texas passed the Sandra Bland Act to mandate jail diversion for those with mental health or substance abuse issues and to improve de-escalation training. While a grand jury declined to indict county officials in December 2015, Encinia was later indicted for perjury and subsequently fired from the Texas Department of Public Safety.

The case became a landmark moment for the Black Lives Matter movement. In 2016, Bland's mother settled a wrongful death lawsuit for $1.9 million. The tragedy highlights the tension between law enforcement procedures and the protection of civil rights, particularly regarding the treatment of Black citizens during minor traffic stops.
