From Montreal mayoral candidate to Canada's top diplomat, the career of Mélanie Joly
In short: Mélanie Joly has navigated a diverse political path, transitioning from municipal politics in Montreal to holding key federal cabinet portfolios. Her tenure as Minister of Foreign Affairs saw her managing complex international crises, including diplomatic tensions with India, China, and Russia, while shaping Canada's response to shifting global alliances.
Born in 1979, Mélanie Joly began her career as a lawyer in Montreal, working at firms like Stikeman Elliott and Davies Ward Phillips & Vineberg. Her early professional life included a focus on civil and commercial litigation. She gained public attention in 2013 when she ran for mayor of Montreal, securing 26.50 per cent of the vote and finishing second behind Denis Coderre. This experience preceded her entry into federal politics in 2015, when she was elected as the Member of Parliament for Ahuntsic-Cartierville.
Joly's federal career has spanned several significant ministries. As Minister of Canadian Heritage starting in 2015, she oversaw cultural policy before moving to roles in tourism and economic development. In 2019, she took on the economic development and official languages portfolio, where she introduced Bill C-32 in 2021 to modernize the Official Languages Act. This legislation marked the first major reform of the act since 1988, aiming to address regional challenges faced by English and French speakers across Canada.
Her appointment as Minister of Foreign Affairs in 2021 placed her at the center of volatile international events. During her term, she managed high-stakes diplomatic challenges, such as the expulsion of an Indian diplomat following the murder of Hardeep Singh Nijjar and the declaration of Chinese diplomat Zhao Wei as persona non grata. She also engaged in complex negotiations regarding NATO expansion and addressed the humanitarian crisis in Gaza. By 2025, after deciding against a bid for the Liberal Party leadership, she transitioned to the role of Minister of Industry under the leadership of Mark Carney.
