Why did a British colonel build a city to mirror the power of the Crown?
In short: Founded in 1858 by Colonel Richard Clement Moody, New Westminster was designed as a strategic bulwark to secure British authority on the Pacific coast. Intended to be a city of beauty in the wilderness, it served as the original capital of the mainland colony before losing its status to Victoria.
Colonel Richard Clement Moody arrived in British Columbia in December 1858, leading the Royal Engineers with a mandate to establish a second England on the Pacific. He envisioned New Westminster as an iconic visual metaphor for the British Empire, selecting the site for its defensibility and potential for water and rail communication. The city was initially named Queensborough, but Queen Victoria personally intervened to rename it after the London district housing the Parliament Buildings, bestowing the moniker Royal City upon the settlement.
The city's early development was fraught with financial and political friction. Colonial Office secretary Edward Bulwer-Lytton failed to provide adequate funding, and the city faced constant opposition from Governor James Douglas, who preferred the isolated, established presence of Victoria. Tensions peaked in 1866 when the mainland and Vancouver Island territories were merged. During the legislative vote to determine the new capital, a Victoria supporter sabotaged the speech and glasses of a New Westminster advocate, leading to a 13 to 8 vote that stripped New Westminster of its capital status.
Despite these setbacks, the city remained a vital hub for the Fraser Gold Rush and later evolved through various economic cycles. It hosted the first federal penitentiary west of Manitoba from 1878 until 1980 and developed a thriving commercial core on Columbia Street, known as the golden mile. While the 1898 fire destroyed much of the downtown, the city adapted, eventually becoming a dense urban center. Today, New Westminster maintains a unique identity, balancing its colonial origins with its modern role as a member of the Metro Vancouver region.
