The diplomat who negotiated a deal with a dictator
In short: From leading British intelligence and advising on cyber security, Baroness Neville-Jones has occupied some of the most sensitive seats in the UK government. Yet her career includes a controversial private sector move: negotiating a state telecoms privatization with Slobodan Milosevic.
Pauline Neville-Jones is a high-ranking British politician and former civil servant whose career spans decades of national security leadership. She served as Chairman of the Joint Intelligence Committee from 1993 to 1994 and held several senior roles within Her Majesty's Diplomatic Service, including postings in Rhodesia, Singapore, Washington, DC, and Bonn. Following David Cameron's nomination, she became Minister of State for Security and Counter Terrorism during 2010, remaining in that post until May 2011.
One of the most debated chapters of her career occurred shortly after she left the Foreign Office in 1996. Alongside former boss Douglas Hurd, she was hired by NatWest Markets to negotiate a privatization deal with Slobodan Milosevic for Serbia's state telecoms industry. This move drew extensive criticism because the resulting funds were believed to have revitalized Milosevic's dictatorship and potentially funded his subsequent war in Kosovo.
Despite this controversy, Neville-Jones has remained a prominent figure in security policy. She served as a BBC governor until 2004 and later held non-executive roles at QinetiQ, a defense technology company privatized for £1.3 billion in 2006. A member of the House of Lords since 2007, she continues to influence policy on cyber security and geostrategy, while also providing public commentary on intelligence failures like the 2003 Iraq War.
Her career highlights a complex intersection between high-level statecraft and private enterprise. While her critics point to the ethical implications of her work with Milosevic, her supporters highlight her extensive experience in international negotiations, including leading the British delegation to the Dayton peace settlement in Bosnia.
