In short: For decades, Shepherd University was a footnote in West Virginia football. Then came Monte Cater. In 31 years, he didn't just build a program; he engineered one of the most prolific winning streaks in the history of the sport.

Before Monte Cater took the helm in 1987, Shepherd University’s football presence was modest. The program had only reached the postseason a handful of times, with their first appearance occurring in 1983—a loss to Carson–Newman. It took until 1992 for the Rams to secure their first-ever postseason victory, a narrow 6–3 win over that same opponent.

Cater transformed the program into a regional powerhouse. Over his three-decade tenure, he compiled a staggering record of 245–93–1. Under his guidance, the Rams secured 13 postseason appearances and 17 conference championships. He achieved such overwhelming success that he holds the record for most wins in Shepherd and West Virginia college football history. Under his guidance, the team captured 12 titles in the West Virginia Intercollegiate Athletic Conference (WVIAC) before transitioning to the Mountain East Conference (MEC) in 2013, where they secured four more championships in just five seasons.

The pinnacle of this era arrived in 2015. The program's first-ever appearance in an NCAA Division II Football Championship game occurred after a 13–1 season by the Rams. On December 5 of that same year, Cater hit a milestone of 250 career victories as a college coach—a feat that placed him among the active wins leaders across all levels of college football at the time. He retired in early 2018, leaving behind a legacy of three NCAA Division II semifinal appearances and a program firmly established in the Pennsylvania State Athletic Conference (PSAC).

The program continues to produce high-level talent today. In 2021, Harlon Hill Trophy honours for top Division II talent were awarded to Tyson Bagent, a Junior QB and Shepherd's first recipient of this prize. While many Rams have moved on to professional ranks—including players in the NFL, CFL, and various indoor leagues—the foundation remains built on the championship culture established during Cater's 31-year reign.
