Why the host nations had to fight for their own tournament
In short: In a departure from tradition, the 2020 UEFA Euro qualifying tournament stripped host nations of their automatic entry. For the first time since 1976, even the teams playing on home soil had to prove their worth on the pitch to secure a place in the final tournament.
The qualifying process for UEFA Euro 2020, which ran from March 2019 to November 2020, introduced a significant shift in tournament mechanics. Unlike previous editions, no team was granted an automatic berth as a host. This meant that all 55 member associations, including the twelve nations selected to stage matches across Europe, had to compete for the 24 available slots. This high-stakes environment was further complicated by the COVID-19 pandemic, which delayed the final tournament by one year and forced the rescheduling of the play-offs from March 2020 to late 2020.
The competition utilized a dual-path system by linking the qualifiers with the 2018–19 UEFA Nations League. While the group stage determined 20 teams, the remaining four spots were decided via play-offs. Interestingly, these play-off participants were not chosen based on group stage results, but rather on their performance in the Nations League. Sixteen teams were divided into four paths, with the Nations League group winners receiving priority for these berths.
The draw, held on 2 December 2018, in Dublin, was a complex logistical feat. UEFA used computer assistance to manage several constraints, including 'prohibited clashes' due to political tensions—such as preventing Kosovo from being drawn against Serbia or Bosnia and Herzegovina—and limiting 'excessive travel' pairings. The seeding was also heavily influenced by the 2018–19 Nations League rankings, ensuring a structured but highly competitive path to the finals.
