In short: In 2002, the German election seemed decided long before voters reached the polls. With the opposition leading in the polls and a massive advantage in the headlines, the incumbent government faced a certain defeat—until a natural disaster shifted the momentum of the entire nation.

The 2002 German federal election was a high-stakes battle for the 15th Bundestag, centered on a "red-green" coalition led by Chancellor Gerhard Schröder. Heading into the campaign, the opposition CDU/CSU held a significant lead in opinion polls. Christian Social Union leader Edmund Stoiber famously compared the race to a football match, suggesting his team was already up 2–0 in the second half. The opposition's platform focused on economic performance following the Telecoms crash and the introduction of the euro, alongside campaigning on family values and fuel taxes.

Two major factors disrupted this projected landslide. First, the SPD and the Greens benefited from widespread support for their opposition to an invasion of Iraq. Furthermore, Schröder's rapid reaction to the August floods across eastern Germany proved vital. While Schröder acted quickly, Stoiber was on vacation and responded late to the crisis. Such action lifted SPD polling, while the CDU/CSU, FDP, and PDS saw their support decline.

The final outcome remained uncertain until election night. While the PDS failed to meet the 5% or 3-seat thresholds required for top-up seats—securing only two directly elected seats—the SPD managed to offset West German declines with gains in the East. Ultimately, the SPD remained the largest party by just three seats, allowing the Schröder coalition to retain a narrow, though unstable, majority in the Bundestag.
