In short: In June 2021, the Saxony-Anhalt state election defied expectations. While polls predicted a neck-to-neck race between the CDU and the AfD, the CDU surged to a commanding 37.1% victory. This unexpected result was largely credited to the personal popularity of Minister-President Reiner Haseloff, who outperformed his party's struggling federal brand.

The 2021 election for the 8th Landtag of Saxony-Anhalt took place on 6 June 2021. Going into the vote, the CDU was polling at around 30%, trailing the AfD in some surveys. However, the final results saw the CDU secure a plurality in every district except for the Zeitz constituency. Analysts attributed this success to the high favorability ratings of Minister-President Reiner Haseloff, who had distanced himself from federal CDU leadership during the campaign. In contrast, the AfD, led by Oliver Kirchner, performed worse than expected, and the Greens also saw lower-than-anticipated support.

Following the election, the governing coalition of the CDU, SPD, and Greens—which had held power since 2016—was not renewed. The Greens opted out, stating they did not wish to participate in a government where they were not mathematically necessary. Instead, the CDU, SPD, and FDP formed a so-called Germany coalition. This arrangement was übergroß, meaning it was larger than the minimum required for a majority, as the CDU and SPD alone held a slim 49-seat majority in the 83-member Landtag.

The formation of the new government faced an unexpected hurdle. On 16 September 2021, Haseloff failed to secure election on the first ballot, receiving only 48 of the 49 required votes. Commentators suggested this was due to right-wing dissent within his own party. He was successfully re-elected on the second ballot with 53 votes. The new coalition agreement, which focused on priorities like free daycare and bureaucratic reform, was subsequently approved by the memberships of all three participating parties.
