In short: In October 2022, Lower Saxony voters headed to the polls against a backdrop of economic uncertainty and rising energy costs. The result ended a grand coalition, ushering in a new political partnership that promised significant relief measures and a shift in regional priorities for the state's nineteen Landtag.

The 2022 election for the 19th Landtag of Lower Saxony took place on 9 October. The incumbent Minister-President, Stephan Weil of the Social Democratic Party (SPD), led a grand coalition with the Christian Democratic Union (CDU) since 2017. However, the 2022 results forced a change in strategy. While the SPD remained the largest party with 33% of the vote, they suffered a decline of 3.5 percentage points. The CDU also saw losses, finishing with 28%. Meanwhile, Alliance 90/The Greens achieved their best state result to date with 14.5%, and the Alternative for Germany (AfD) reached 11%. The Free Democratic Party (FDP) failed to clear the 5% electoral threshold, losing its representation entirely.

Following the election, Weil opted to end the grand coalition with the CDU, favoring a new alliance with the Greens. This decision was influenced by the FDP's exclusion from the Landtag, which eliminated the possibility of a three-party coalition involving the CDU. Negotiations between the SPD and the Greens moved quickly, beginning on 26 October and concluding by 31 October. The resulting coalition pact, signed on 7 November, prioritized a six billion euro relief package to address the energy crisis. Other key policy goals included increased investment in renewable energy, education, and housing, alongside a new 29-euro transit ticket for specific groups.

The transition concluded on 8 November when the Landtag re-elected Stephan Weil as Minister-President. He secured 82 out of 145 votes, suggesting support from at least one opposition member, and his third cabinet—consisting of six SPD ministers and four from the Greens—was sworn in that same day. Commentators viewed the outcome as a significant victory for the federal SPD government led by Olaf Scholz, providing a boost after a period of declining popularity and losses in other state-level contests.
