In short: In the 2020s, the United States has seen an escalation in legislative efforts targeting LGBTQ rights. From bans on gender-affirming care to restrictions on school curricula, these movements are driving a significant political and social shift, often characterized by scholars as a form of democratic backsliding.

The current political climate is defined by a surge in anti-LGBTQ legislation. Between 2018 and 2026, thousands of such laws were considered, with more than one hundred successfully passing into law. Led by the MAGA wing of the Republican Party and social conservatives, this movement has prioritised transgender rights, specifically through bathroom access limits and prohibiting gender-affirming medical care for minors.

A central component of this backlash involves the use of the term "groomer." Popularized in the U.S. around August 2021 by figures like Christopher Rufo and James A. Lindsay, the term is used to falsely accuse LGBTQ individuals and their allies of using sex education as a method of child grooming. This tactic has been described by observers as a moral panic and a smear intended to frame transgender people as sexual predators.

Legislative efforts have also targeted education. In July 2022, a wave of anti-LGBTQ curriculum laws began taking effect across six states, including Florida and Tennessee. These laws often restrict discussions of sexual orientation or gender identity in schools. For example, Florida's Parental Rights in Education law limits such instruction, leading the state to drop AP Psychology as a course offering in August 2023 due to its required sections on these topics.

The impact of these laws varies by state and age group. While many states have enacted bans on gender-affirming care for minors, the legal landscape for adults is more complex. As of January 2024, seven states limit adult access through various means, such as excluding coverage from Medicaid or private plans. In July 2025, Puerto Rico became the first U.S. the authority to enact a prohibition on gender-affirming treatment for individuals below 21.
