Seven nations bordering the Bay of Bengal are reshaping regional trade and security ties.
In short: Spanning South and Southeast Asia, this coalition of seven countries represents a massive economic bloc of 1.73 billion people. Originally formed in 1997 to foster technical cooperation, the group has evolved into a strategic partnership focused on maritime connectivity, counter-terrorism, and infrastructure development across the Bay of Bengal region.
The organization, known as BIMSTEC, began as a four-nation grouping in Bangkok in June 1997. By the time it held its first summit in 2004, it had expanded to include Myanmar, Bhutan, and Nepal, solidifying its current seven-member roster. Headquartered in Dhaka, Bangladesh, the bloc operates through a rotating chairmanship and a permanent secretariat established in 2014, with India providing 32% of the organization's operational funding.
While the group initially identified 14 distinct priority sectors for cooperation, a 2022 summit in Colombo marked a strategic shift toward efficiency, deciding to consolidate these into seven manageable areas. These priorities range from trade and investment to energy and climate change. The bloc is actively working to lower regional trade barriers through a framework agreement and is pursuing a Master Plan for Transport Connectivity to streamline logistics, supported by long-term partnerships with institutions like the Asian Development Bank.
Security cooperation has also become a cornerstone of the alliance. In 2018, the member nations conducted their first multinational military field training exercise, MILEX-18, in Pune, India. This event focused on counter-terrorism in semi-urban environments, serving as a landmark effort to improve interoperability and build trust between the participating armed forces. Beyond military drills, the group is fostering maritime integration through initiatives like the Conclave of Ports, which aims to leverage the cost-effective potential of coastal shipping to boost regional commerce.
