In short: From training government officials in strategic planning to orchestrating a historic political upset, Carl DeMaio has turned the mechanics of oversight into a potent political tool. His career is defined by challenging official narratives, whether through budget audits or high-stakes ballot initiatives.

Carl DeMaio’s political approach is rooted in his background in management and performance measurement. After establishing for-profit think tanks like The Performance Institute and the American Strategic Management Institute, DeMaio applied these principles to the public sector. His early work included developing training for Members of Congress on the budget process and oversight investigations under the Government Performance and Results Act.

In San Diego, DeMaio became a prominent figure by challenging official financial figures. In 2004, his Citizens Budget Project argued that the city's predicted $27 million deficit was actually between $80 million and $100 million. This focus on fiscal accountability extended to his time on the San Diego City Council (2008–2012), where he championed pension reforms, including Proposition B, which voters approved by a 2-to-1 margin in 2012 to alter retirement benefits.

DeMaio has demonstrated a unique ability to execute successful political maneuvers. In 2017, he led a coalition that collected over 65,000 signatures to recall Democratic state senator Josh Newman. For the first time in more than 104 years, a California state senator was successfully removed from office during the June 2018 vote. He also led a massive signature drive for the Gas Tax Repeal Initiative in 2018, collecting nearly 1 million signatures, even though the resulting Proposition 6 ultimately failed at the polls.

Today, DeMaio continues his influence through Reform California, a political organization focused on opposing tax increases and reforming government. He maintains a significant digital presence, with his YouTube videocast, 'Reform California with Carl DeMaio,' reaching over 225,000 subscribers as of February 2026.
