In short: From managing a tiny town's entire budget to overseeing tens of thousands of officers, the role of a police chief is far from uniform. Depending on the country, the title, the power, and even the very nature of the job can change dramatically.

The responsibilities of a chief of police depend heavily on the scale of their department. In large urban agencies, the role is primarily administrative, focusing on budgeting, policy development, and liaison with governing bodies. In contrast, the chief of a very small department may perform the same duties as regular officers, including patrol and investigations, and may even be responsible for maintaining equipment like vehicles and uniforms.

Titles and hierarchies shift across borders. In the United Kingdom, most territorial police forces are led by a chief constable, though the Metropolitan Police and City of London Police use the title commissioner. Within Indian state forces, the Director General of Police frequently represents the top grade; although several individuals can attain this level, just one person acts as the Head of the Police Force. Similarly, in Indonesia, the national chief is known as 'Kapolri' and is a four-star officer appointed by the President.

The distinction between elected and appointed leadership also creates unique legal landscapes. In North America, a chief is typically an appointed official, whereas a sheriff—the chief of a county agency—is often elected. This can lead to complex jurisdictional overlaps. In some cases, such as the Las Vegas Metropolitan Police Department, a single individual may serve as both sheriff and chief of police. Furthermore, one must not confuse a police commissioner with a police and crime commissioner, the latter of which is an elected official responsible for oversight and funding rather than active policing.
