In short: Established in 1873, this rural Arkansas county originally bore the name of a U.S. Senator. That changed in 1885 following a scandal involving postal fraud. Today, the region is entirely rural, defined by its history as a Civil War battleground and its evolution into a modern Republican stronghold.

Cleveland County, located in Arkansas, was originally established by the state legislature on April 17, 1873, as Dorsey County. It was named after Stephen W. Dorsey, a U.S. Senator from Arkansas. However, the name proved short-lived. Following Dorsey's indictment for defrauding the Post Office, the county was renamed on March 5, 1885, in honor of Grover Cleveland, who had recently been elected President of the United States.

The county spans 599 square miles, though only about 1.0 square mile of that area is water. It is a deeply rural landscape; as of the 2020 census, 100% of its 7,550 residents lived in rural areas. The county seat and largest city is Rison. Historically, the area was the site of the Battle of Marks' Mills, a significant engagement during the U.S. Civil War. While the battle was a victory for Confederate forces, it did not prevent Union General Frederick Steele from successfully moving his army from Camden to Little Rock.

Governance in the county is structured around a quorum court, which acts as the legislative branch. The court consists of nine members, all of whom were Republicans following the 2024 elections. The county judge serves as the chief operating officer, presiding over meetings but holding no vote, though they retain veto power. Politically, the county has shifted significantly over the decades. While it once supported local figures like Bill Clinton, who carried the county in 1996, it has trended heavily toward the Republican Party in recent presidential elections.
