Germany is reintroducing mandatory military registration and health examinations for young men starting in 2027.
In short: After suspending conscription in 2011, Germany is shifting its defense policy once again. A new law mandates that all men born in 2008 must register and undergo health screenings beginning in 2027. While this does not yet force active service, it marks a significant move toward potential demand-based conscription.
From 1956 until 2011, Germany maintained a system of mandatory military service known as Wehrpflicht. During its final years, men were required to serve six months in the military or complete an equivalent period of civilian service in sectors like healthcare, disaster relief, or youth organizations. Conscientious objectors could opt for this civilian alternative, though the process historically involved rigorous examinations of one's moral motivations. By 2005, however, the system faced challenges regarding 'conscription equality,' as fewer than half of eligible men actually served due to medical exemptions, recruitment goals, and other legal exclusions.
The political landscape shifted following the Russian invasion of Ukraine, prompting renewed efforts to bolster the Bundeswehr. In November 2025, the Merz cabinet approved legislation to reintroduce mandatory registration and health examinations (Musterung) for men. This law, effective January 2026, requires men born in 2008 to undergo these screenings starting in 2027. While this 'new military service' does not currently mandate active duty, it establishes a framework for 'demand-based conscription,' a potential lottery system designed to meet specific troop strength targets by 2035.
The reintroduction has sparked significant public debate and youth protests. Critics argue that mandatory service is anachronistic and disrupts personal and professional development. Conversely, proponents suggest that conscription maintains a vital link between the military and civilian society. Beyond the national level, Germany retains other forms of mandatory service, such as local fire department duties or emergency dyke relief during flooding, which remain enforceable under specific municipal and state laws. As the government navigates these changes, the balance between national security requirements and individual liberty remains a central point of contention.
