This grassroots connection proved vital as the club navigated the volatile landscape of Chinese football, moving through the regional Champions League and China League Two in its infancy.
The club's journey was nearly derailed by a corporate scandal. In early 2023, the Dalian Shanhai Group, the team's original investors, became embroiled in illegal fundraising cases. This led to a total loss of funding and a forced auction in December 2023. The club was ultimately rescued by Dalian Tongshun Construction Engineering Co., which had operated an amateur side since 2014. By January 2024, the club was rebranded as Dalian Yingbo Football Club, completing a total overhaul of ownership and registration in just one month.
The climax of this rise occurred on November 3, 2024. In a dramatic final match against Shanghai Jiading Huilong, Zhu Pengyu scored a 90th-minute header to secure a 2–1 victory. The match drew 60,951 spectators, setting a new all-time attendance record for China League One. This victory finalized an unprecedented three-level jump from the fourth tier to the Chinese Super League in only three seasons. In December 2024, the organisation adopted a mixed-ownership model to steady its expansion, welcoming state-owned firms as minority partners.
Today, the club is known as Dalian Yingbo Ocean Development for sponsorship reasons, but its identity remains rooted in its rapid ascent. It serves as a case study in how local community ties and swift corporate restructuring can propel a small organization into the national spotlight.
